The garden was designed by the Master Gardeners of Knox County and has unusual plant specimens that are perfect for teaching purposes. The beds were once Joe Howell's vegetable garden. The concrete plates that define each bed were salvaged from another building near the Tennessee River. The two-mile-long stone walls surround the garden and were built around 1938. They were originally part of the Joe N. Howell Landscape Nursery.
